Once the vessel is granted entry inward, who approves an amendment? Customs has published two answers, and this video shows both — and where your filing stands.

  • ICES Advisory 37/2026 still allows an amendment after entry inward, with the jurisdictional customs officer's approval of both your CSN amendment (SCA) and the shipping line's matching manifest amendment (SAA), before either is reflected
  • The message guide also lists a refusal for an amendment after entry inward (373/374). Customs has not said which prevails — SCMTR neither blocks the amendment nor promises it
