For consol agents, NVOCCs, forwarders and shipping lines filing under SCMTR

See what ICEGATE will reject, before you upload

Drop your CSN or ACK file and get the verdict in plain words: what customs would reject, where, and how to fix it. Free, with no sign-in.

Then file here — CSNs, the shipping line’s SAM / SDM, and export CSNs against shipping bills — each checked against ICEGATE’s error codes and uploaded with your own DSC.

  • Built on ICEGATE’s own published message guides

Master BL 1 — cargo type and movement don’t go together

Import cargo (IM) is filed as transhipment (TC). Customs takes IM only with LC, DT or TI.

Red: ICEGATE enforces it. Amber: worth a look. Nothing is sent to ICEGATE.

New · CSN cut-off board

CSN cut‑offs for each vessel call — with the VCN to file with.

Search by vessel, VCN or port. Each call has one page with the cut-off, the time left, the customs VCN and rotation to copy, a calendar reminder and a link to share in your group.

  • Live countdown, in IST
  • Customs VCN, rotation, VIA — one tap
  • Calendar reminders before the cut-off
  • From line advisories, published lists and customs’ record

Indicative only — confirm the cut-off with the shipping line. SCMTR.io accepts no liability for a missed cut-off.

Consol agents, NVOCCs and forwarders

CSN filing

The house BLs under the shipping line’s master BL — the console split-up that used to be the CGM.

  • Type the ship’s name off the BL; the VCN, rotation number and port come back from ICEGATE
  • Paste the BL or drop its PDF, and containers, weights and HS codes fill in — or e-mail the bills and get the checklist back
  • The master BL first, then each house BL ticks its share of the containers
  • Amend or delete it later from the accepted filing itself

Shipping lines and steamer agents

SAM / SDM filing

The line’s IGM / EGM filing under SCMTR — the arrival and departure manifest for the whole vessel.

  • Open the whole SAM and find any line by BL, container or consignee
  • Customs’ reply read as one story: which lines were rejected, and why
  • Build the SAA amendment addressed the way customs holds your lines
  • New: build a SAM from scratch for a bulk, tanker or tramp call

Forwarders on the export side

Export CSN (SCX)

One line per shipping bill, each naming its PCIN — or a straight BL naming one.

  • One question decides it: how many shipping bills does this BL cover?
  • Checked against the codes customs rejects exports with — 159, 286, 365, 383 / 384 and more
  • The shipping bill number offered from the BL, never a made-up PCIN

From the BL on your desk to an accepted CSN

  1. 1

Start from the BL in your hand

Type the ship’s name the way the BL prints it and pick your call — VCN, rotation number, port and arrival come from ICEGATE’s own enquiry. Paste the BL or drop its PDF and the platform offers what it finds; your address book fills repeat consignees, vessels and items as you type.

  2. 2

    Every check, before you sign

Each field is held to what ICEGATE requires for your kind of filing. Red is what customs enforces — a mandatory field, or a fault it has rejected filings for, with the error code. Amber is worth a look.

  3. 3

Sign with your DSC, upload once

Sign & upload signs the frozen JSON with the DSC token already in your machine and uploads it to ICEGATE in one step. If your IT will not allow the small signer, sign on ICEGATE’s own portal instead and bring the file back. Your private key never leaves your token, and a file already sent is not sent to customs again by mistake.

  4. 4

    Customs’ answer, read for you

When ICEGATE accepts, the CSN number and date are read off its public record and the filing turns accepted — no mailbox needed. When it rejects, drop the ACK file on the filing and every error lands on its field, explained.

Red means ICEGATE enforces it. Amber means worth a look.

A check that stops your filing is one ICEGATE enforces: a field its guide makes mandatory for your kind of filing, or a fault it has rejected real filings for — with the error code it used. Anything nobody has seen rejected is amber: worth a look, never a wall between you and your deadline.

The rules come from ICEGATE’s published message guides — every field, code list and per-filing rule — read against filings customs actually accepted and the ACK files of the ones it rejected. When the two disagree, the reference pages say so openly.

Must fix before you upload

This export line names INNSA1, an Indian port, as its destination. On an export that is the foreign port the BL delivers to.

ICEGATE rejects this with error 286.

Worth a look

Customs’ IEC register does not return the consignee’s IEC.

Not seen rejected — a new IEC can be missing and still right. Check it against the BL.

After you upload, the platform keeps watch

  • Accepted, without the e-mail

The CSN number and date are read off ICEGATE’s public record once it publishes them.

  • Rejections on the field

Drop the ACK file and each error code opens on the field it names, with what to change.

  • My VCNs

Every BL you have on a VCN in one place, and a note when customs moves the ETA or the call drops off.

  • The line gets your CSN details

Send the shipping line one link with the CSN number and the fields it cross-checks — no re-keying into its portal.

Everything the platform does

Your filings, your customers’ details, your DSC

What protects them, and where they are kept — including the parts that are not in India.

Security and your data
  • The DSC never leaves your token

You sign with your own token and PIN. We never hold, copy or ask for your DSC.

  • Walled off in the database

One organisation can never read another’s filings — enforced by the database itself, not only the app.

  • Kept in Mumbai

The application, its database and your uploaded files are in Google Cloud’s Mumbai region.

  • Never sold, never trained on

Your filings and files are not sold, not used for advertising, and not used to train AI models.

Who files the CSN — us or the shipping line?

If you issued house BLs under the line’s master BL, you file the CSN for them. The line files the SAM for the master BLs on the vessel, and quotes your CSN against its line.

  • Accepting a colleague’s invitation keeps the organisation you already filed from

  • CSN cut-offs: a call being confirmed by its line shows on your CSN and in VCN search

Questions filers ask first

More in the full FAQ and the SCMTR & CSN filing guide.

What is a CSN under SCMTR?

The Cargo Summary Notification. Under India’s Sea Cargo Manifest and Transhipment Regulations the consol agent, NVOCC or forwarder that issued house BLs under a shipping line’s master BL files them with customs as a CSN — what used to be the CGM, or console split-up. It is uploaded to ICEGATE as a JSON file signed with a DSC.

Who files the SAM and who files the CSN?

The shipping line or its steamer agent files the SAM on arrival and the SDM on departure — the line’s IGM / EGM filing, covering the master BLs on the vessel. Whoever issued house BLs under a master files the CSN for them. On an export, the forwarder files an SCX: one line per shipping bill, each naming its PCIN.

Is the file check really free, with no sign-in?

Yes. Drop a CSN or an ICEGATE ACK file and you get the verdict and the first problem in full without an account. Signing in — also free — shows every problem and lets you fix and file it. Nothing you check is sent to ICEGATE.

Does a clean check mean ICEGATE will accept my CSN?

No checker can promise that, and this one does not. A red finding is one ICEGATE enforces — a mandatory field, or a fault it has rejected real filings for, with the error code it used. Amber is worth a look but has not been seen rejected. The rules come from ICEGATE’s published guides, read against filings customs actually accepted and rejected.

Do you hold my DSC?

Never. Sign & upload signs with the token in your own machine through a small desktop signer, or you can sign on ICEGATE’s own portal and bring the file back. Either way the key stays on your token.

What does it cost?

Filing is free: every filing feature, no caps on filings, no card. Write to support@scmtr.io if your organisation wants to connect its own systems.
