Replacing a CSN that has left customs’ record
My CSN was deleted or has left customs' record — how do I replace it?
Sometimes an accepted Cargo Summary Notification cannot simply be amended: it was deleted, it is no longer on customs' public record, or the shipping line's manifest holds the master bill under a different date. Start a replacement, on a vessel call's Bills and containers page, begins a new CSN from the old one so that only the field at fault changes. Read Amending or withdrawing a filing customs has accepted first — an amendment, where the filing is otherwise right, keeps the CSN everyone quotes and is the only route once the line's manifest is filed. Before the manifest, ICES Advisory 38/2026 (21 September 2026) also lets you delete the CSN and re-file corrected particulars; what has and has not been seen of that route is below.
When is "Start a replacement" offered?
In three situations, and only these:
- The CSN was deleted — a deletion you filed was accepted.The CSN was accepted and is not on customs' record now.The line's manifest holds the master bill under a different date from your CSN.
A filing that has already been replaced does not offer it again.
The third is offered with a warning to amend instead, and since ICES Advisory 37/2026 (18
September 2026) that is the route: the line's manifest no longer closes your CSN to amendment, so
correct the date with an amendment (SCA) and give the line the amended CSN and MCIN/PCIN for its
own manifest amendment (SAA). A fresh CSN on a bill the manifest already covers is not the
advisory's route — it has the CSN filed before the manifest — and Sign & upload refuses one
once it finds that manifest, whichever of the three situations the replacement was started from.
Will a fresh CSN on the same bills be refused with 122 or 123?
It can be. What has been seen, each once, in September 2026:

Two cases are not a rule, and customs has since said the first should no longer happen: ICES
Advisory 38/2026 (21 September 2026) has the ANC cancel a CSN before the line's manifest and
"promptly re-file corrected particulars without generating mismatch conflicts". No re-file after a
deletion has yet been seen accepted from customs' side since it, so this page keeps the measurement
and the advisory side by side. Before filing, look the bill up on BL tracking: if customs still
holds a filing of yours on it — a deleted one included, since a deleted CSN stayed listed for weeks —
a fresh filing was refused 122/123 before the advisory; customs now says a deleted one should not
be, and neither outcome has been seen since, so expect the pair until one is. See

The manifest and my CSN disagree on the bill date — whose do I change?
Whichever disagrees with the bill of lading. Customs refuses the pair until they agree (error 164).
Change the date on your side only if the bill of lading shows the manifest's date. If your CSN is
right, do not replace it — ask the shipping line to amend its manifest line.
Does starting a replacement withdraw the old CSN?
No. It creates a new draft, with a new job number, carrying the old filing's contents and the one change. The old CSN stays exactly where it is at customs until you or customs do something about it, and the two filings are linked here so the history reads as one story.
What does the line quote afterwards?
The new CSN's number and date, once customs accepts it. The Bills and containers page then offers the message for the line with the new reference, marked as the one that replaces the old.
