A forwarder files their CSN after you have already filed your SAM. Customs accepts it. Now their bill has to go onto your filing — and that is an SAA too, the same message as a deletion, pointed the other way.
In this film
- Open the SAM customs accepted. Three bills on the call — the forwarder's is not one of them.
- Build the line from their CSN, not by typing it. Drop the CSN they filed and the ACK file customs sent them, together; both are read in your browser.
- The line comes back built: the bill, its date, the packages and the containers all off their CSN, and it quotes the CSN by the number and date customs granted it — so the fields the two are compared on agree from the start.
- A CSN does not carry everything a SAM line needs: what it could not fill, it lists for you rather than guessing.
- Build amendment writes the SAA: three bills up to four, and the three already accepted stay out of the file and are not re-sent. The containers go onto the ship's list with the bill.
- And it tells you who has to approve it before you sign: before entry inward the amendment is yours to file; after it, an officer approves it before customs' record changes (ICES Advisory 37/2026).
