Registering for SCMTR on ICEGATE, before you can file anything

Filing a CSN needs two separate things to be true: you hold an ICEGATE ID, and that ID is registered under SCMTR with an entity type. They are different registrations, done at different times, and the second one is approved by Customs rather than granted automatically.

This page covers that groundwork. It is not something this platform does for you — it happens on ICEGATE's own portal, and it has to be finished before a filing from here can be accepted.

Do I need to register for SCMTR separately, or is my ICEGATE ID enough?

Separately. An ICEGATE ID is the prerequisite, not the registration:

User should get registered at ICEGATE prior to SCMTR registration.

Once you have the ICEGATE ID, log in to the dashboard and use the SCMTR widget — click initiate authorization — to reach the SCMTR registration form. You do not get a second ID or password for it; the same ICEGATE credentials carry through, and the status of your application shows on that same widget.

Which entity type am I?

Your SCMTR entity type follows from the role you already hold on ICEGATE. Only these roles can apply at all:

If you are a freight forwarder, consol agent, NVOCC or customs broker, you are an ANC — all four map to the same entity type. That is the code that goes in sbmtrTyp on your filings, and it is what most users of this platform will be.

The form also asks for an Operations Type, which is a different field with its own codes: CA for consol agents, freight forwarders, NVOCCs and customs brokers; SL for shipping lines; SA for shipping agents; IEB for IEC holders; TO for terminal operators; CI and CC for custodians; CTO for train operators.

What do IEB and ISB mean?

IEB is an Operations Type on the SCMTR registration form: the one for an IEC holder — an importer or exporter registering in its own name. Customs' own lists describe it as IEC Branch (the registration advisory) and Exporter Branch (the code list in the message guides). A forwarder, consol agent, NVOCC or customs broker registers as CA instead.

ISB is not a code in any SCMTR registration form, message guide or ICEGATE list we hold. If you read it on a screen, check whether it is IEB; if it really is ISB on an ICEGATE screen, ask the ICEGATE helpdesk what that screen means by it.

I am registered as an ASA and I also need ASC — can I just add it?

No. Those come from two different ICEGATE roles, so you have to register separately as a Shipping Line on ICEGATE first. Once that exists, the SCMTR widget on the Shipping Line dashboard gives you the registration form for ASC.

Which port do I register at, if I file at several?

One, and it does not restrict you:

Only one port is allowed for selection. User will be registered at one Port, however, will be able to file messages on any Indian Port.

So the port of registration is an administrative home, not a permission list. There is no need to add every port your cargo moves through, and no separate mapping to arrange for the ports you file at.

What do I need to upload?

One address/identity document for the authorised person — a utility bill (water, telephone, electricity, gas), income tax assessment order, Election Commission photo ID, Aadhaar, rental agreement, bank passbook of a running account with a scheduled public sector bank, or a valid passport.

For the entity itself, a Self-Declaration on Customs Cases (document type 022CO1) is mandatory. Shipping lines additionally need their MOU/agreement with foreign shipping lines (document type 149SL1).

Every uploaded document must be digitally signed, in PDF, and no larger than 1.5 MB. If you do not already have a signed copy, the form has a sign button that runs a signing utility for you.

Who can be on the registration — and can I add colleagues?

One Authorised Parent User, plus as many child users as you want. Child users are optional at registration time. Only the parent user can open the SCMTR registration form at all, so a colleague with a child login cannot complete or amend it for you.

Child users can be added and removed later, but only after your registration has been approved.

Can I change my registration afterwards?

Most of it, yes — but three things are fixed permanently:

Everything else can be updated through the SCMTR widget. One ordering trap: the form pulls from your ICEGATE profile, so you must update the ICEGATE profile first, wait for that to take effect there, and only then update the SCMTR details. Editing SCMTR first will simply re-fetch the old values.

Where does the commercial code come from?

It is pulled automatically from your ICEGATE profile and is editable. What it is depends on your role — the shipping line code for a shipping line, the shipping agent code for a shipping agent, and so on.

The latitude and longitude fields

These are the GPS coordinates of the branch address, and any mapping app will give them to you. The accepted ranges are +08.00000 to +37.00000 for latitude and +68.00000 to +97.00000 for longitude, and the longitude value should begin with a 0.

My application failed validation on submit — where do I see why?

The form validates field by field as you fill it, so most problems surface immediately. Anything caught at submission sends you back to the dashboard; click Edit on the SCMTR widget to reopen the form, and the errors appear in the top-right corner with arrows to step through them one at a time.

Who approves it?

Customs, not ICEGATE. Applications route through to the jurisdictional customs officers, who verify the supporting documents and may come back with questions before approving. There is no published turnaround time, so treat it as lead time to plan around rather than something that completes while you wait.
